دراسة حالة: الإجهاز على مسعفي رفح

مكتبُ الأمم المتحدة لتنسيق الشؤون الإنسانية وجمعيةُ الهلال الأحمر الفلسطيني في إحصاء القتلى؛ ونصُّه: “The bodies of eight PRCS paramedics, six civil defence workers, and one UN staff member were found.”

مجموعتا «العمارة الجنائية» و«إيرشوت» في تقريرهما، إذ وثّقتا مرور مركبتين أمميتين بموقع الحادث وتعرُّضَهما للهجوم كذلك؛ ونصُّه: “two UN vehicles, a Toyota Hilux and a minibus, had also passed by the incident site and been similarly attacked.”

جوناثان ويتول، رئيسُ مكتب تنسيق الشؤون الإنسانية في الأرض الفلسطينية المحتلة، قولُه في ٣١ مارس ٢٠٢٥ فيما نقلته شبكة سي إن إن وإذاعة «إل بي سي»؛ ونصُّه: “Health workers should never be a target. And yet, we're here today, digging up a mass grave of first responders and paramedics”; “One by one, they were hit, they were struck… We're digging them out in their uniforms, with their gloves on.”

المقدّم ندّاف شوشاني، المتحدّثُ باسم الجيش الإسرائيليّ، تصريحُه في ٣١ مارس ٢٠٢٥؛ ونصُّه: “several uncoordinated vehicles were identified advancing suspiciously toward IDF troops without headlights or emergency signals. IDF troops then opened fire at the suspected vehicles.”

الجيشُ الإسرائيليّ في روايته الأولى، ثمّ في ملخّص تحقيقه في ٢٠ أبريل ٢٠٢٥؛ ونصُّهما: “It said they killed nine militants from Hamas and Islamic Jihad who were travelling in Red Crescent vehicles”; “Fifteen Palestinians were killed, six of whom were identified in a retrospective examination as Hamas terrorists.”

المسعفُ رفعت رضوان في لحظاته الأخيرة، فيما نقلته شبكة سي إن إن وهيئة الإذاعة البريطانية؛ ونصُّه: “Forgive me mom, this is the path I chose – to help people – I swear I didn't choose this path but to help people”; “Accept my martyrdom, God, and forgive me.”

مسؤولٌ عسكريّ إسرائيليّ في ٥ أبريل ٢٠٢٥ فيما نقلته وكالة رويترز؛ ونصُّه: “What we understand currently is the person who gives the initial account is mistaken. We're trying to understand why.”

صحيفةُ نيويورك تايمز، تقريرُ فيفيان يي وبلال شبير، وقد اطّلعت الصحيفةُ على تقارير تشريح أربعةَ عشرَ من الخمسةَ عشرَ، أُجريت بين الأول والخامس من أبريل ٢٠٢٥.

تقاريرُ التشريح فيما أوردته صحيفة نيويورك تايمز؛ ونصُّها: “The autopsy reports said 11 of the men had gunshot wounds, including at least six who were shot in their chests or backs and four who were shot in the head. Most had been shot multiple times”; “The 14 men were wearing either their Red Crescent or Civil Defense uniforms, in part or in whole, at the time of death.”

يونس الخطيب، رئيسُ جمعية الهلال الأحمر الفلسطيني، قولُه في مؤتمرٍ برام الله في ٧ أبريل ٢٠٢٥ فيما نقلته صحيفة تايمز أوف إسرائيل؛ ونصُّه: “all the martyrs were shot in the upper part of their bodies, with the intent to kill.”

تقاريرُ التشريح في تقييد حكمها؛ ونصُّها: “The bodies were all partly or severely decomposed… That made it challenging to draw additional conclusions, including whether the men had been shot at close range or from farther away.”

التقريرُ نفسُه في أرقام الطلقات ومدّة الهجوم ومسافة الإطلاق؛ ونصُّه: “At least 910 gunshots were documented across the three recordings from the night. The men we retrieved on Eid last year were medics. We found them in their uniforms, ready to save lives, only to be killed by Israeli forces fully aware of their protected status.”

اتفاقيةُ جنيف الأولى لعام ١٩٤٩، المادتان الرابعة والعشرون والحادية والعشرون في حماية أفراد الخدمات الطبية والوحدات الطبية وشروط سقوط تلك الحماية.

القانونُ الدوليّ الإنسانيّ في تحريم قتل العاجز عن القتال تحريماً مطلقاً، وهو من قواعده العرفية.

الدكتور أحمد ضهير، رئيسُ وحدة الطبّ الشرعيّ بوزارة الصحّة في غزة، تصريحُه في أواخر مارس ٢٠٢٥ فيما نقلته صحيفة نيويورك تايمز؛ ونصُّه: “one victim had marks and bruises on his wrists suggesting that his hands had been tied. Dr. Dhair cautioned that further investigation was needed… The autopsy reports do not mention whether any of the men had been tied up.”

'Don't shoot. I am Israeli.' And the soldier got a bit confused… That confusion made him survive”; “Assad will be a witness that can put all the Israeli stories in shambles”; “like a Palestinian.”
